69-02-07-01. Generally. An application for the amendment, repeal, or adoption of any commission rule shall state the precise wording of the proposed rule and shall state briefly the reasons for amendment, repeal, or adoption. The commission may, at any time, propose adoption, amendment, or repeal of any rule. Hearings will be held on all proposed substantive rules and may also be held on proposed procedural rules.
