69-02-10-21. Production of documents and other discovery materials. Any party to the arbitration proceeding that receives a discovery request from another party or from the arbitrator shall produce all discoverable information within the time period established in these rules or the procedural order. If any party refuses or fails unreasonably to respond on a timely basis to any 6 reasonable request, the arbitrator may proceed on the basis of the best information available to the arbitrator from whatever source derived under section 252(b)(4)(B) of the Act.
