69-09-02-03. Service connections. 1. A utility shall not connect a customer for electric service until the customer has obtained all necessary permits from the proper authorities. Service may be denied to any customer for failure to comply with the applicable requirements of this chapter or with the service regulations of the utility on file with the commission. 2. A utility may require a customer to sign an application for electric service, and to make a deposit to ensure payment therefore, before making a service connection.
