89-10-01-21. Organized group activities. Organized group activities that are publicly advertised or are attended by more than twenty-five people are prohibited on sovereign lands without a permit. A person who violates this section is guilty of a noncriminal offense and shall pay a fee not to exceed three hundred fifty dollars per occurrence.
